Set maxRollbackPoints correctly after upgrade

1. After forestdb -> plasma automatic upgrade, the max rollbacks need to be changed to 2 from the default of 5.

2. When user changes the rollback points setting on the UI, MOI and plasma need to consider the new values.

With MOI/Plasma, now the recovery window is 20mins with 2 rollback points. This is more than sufficient and user shouldn't have a need to tinker with it anymore. Forestdb used to have 5sec persisted snapshot. This setting can be taken off of the UI altogether.
