[CX] Long reconnection delay for NCs in case of CC restart

On CC restart, it can take some time before NCs realize they need to reconnect to the CC (up to 30s until the next heartbeat interval, before starting the process).  The CC could ping the NCs to expedite this detection, but failure to ping the NC should be ignored by the CC.
