API to get function status

    Description

      It was discussed in the last weekly meeting we would need an api to get the functions status. It should return one of the following statuses.

      1. undeployed
      2. bootstrapping
      3. in progress
      4. deployed

      This will be used in volume tests in the first step where we need to wait for all the functions to get deployed.
