[BP 4.6.5] vbucket mover crashed if pending vBucket requires rollback

    Description

      Note: Clone/backport of MB-26037 for 4.6 branch.

      Summary

      In 4.6.0 an extra check was added that vBuckets to be rolled back must be in state "replica" and not "pending" - see MB- 21568. However this caused the ns_server vbucket mover to crash if the destination vBucket of a rebalance required rollback.

      To fix this the constraint on a vBucket being in replica was relaxed - either pending or replica vBuckets are permitted to be rolled back (http://review.couchbase.org/#/c/83415/).

      Original description
      Issue occurred 5 days into longevity test with ephemeral buckets having no eviction policy.

      Logs show rebalance started, then we got some metadata overhead warnings followed by ns_server backtrace

      Result is that rebalance is hanging in the cluster.
