[CX] Add serialized constants for boolean TRUE/FALSE and MISSING values

We currently have a constant for the serialized NULL value. See PointableHelper.setNull()

We need to add serialized constants for boolean TRUE/FALSE and MISSING, so functions can return those directly instead of producing them using serialization methods.
