[COUCHBASE-CLI] cannot setup an xdcr server without passing in a remote server certificate

    Description

      When I try to setup an xdcr remote cluster I use this CLI command, and get this error. My understanding is a certificate is not required for this case in vulcan (due to SCRAM SHA). 

      ./couchbase-cli xdcr-setup -c 192.168.10.10 -u Administrator -p password --create --xdcr-cluster-name test --xdcr-hostname 192.168.10.11 --xdcr-username Administraor --xdcr-password password --xdcr-demand-encryption 1 --xdcr-encryption-type half

      ERROR: certificate required if encryption is demanded
