Allow dcp_idle_timeout to be modified dynamically

    Description

      Related to MB-25822, it would have been useful to be able to change dcp_idle_timeout dynamically (via cbepctl) without having to wait for memcached to restart.

      Ideally it would take effect immediately (i.e. without having to restart each DCP connection).

      For reference, is modifiable via diag/eval:

      curl -X POST -u Administrator:asdasd http://127.0.0.1:8091/diag/eval -d 'ns_bucket:update_bucket_props("default", [{extra_config_string, "dcp_idle_timeout=XXXX"}]).'
