Analytics: Rebalance failed on adding the first NC node. Rebalance out of CC+NC failed. Rebalance out of NC node failed.

    Description

      It is passing until 5.5.0-2858

      Steps:
      1. Install server on 4 nodes.
      2. Do the initial setup for KV node and then add analytics node(CC), rebalance it.
      3. Add another analytics node to the cluster and rebalance it. Rebalance fails this time although node is added to the cluster. Queries are also working.
      4. Now rebalance out both the analytics nodes. Rebalance fails and analytics service also goes down forever.
      5. Repeat step 4 again to remove both cbas nodes. Rebalance failed again.
      6. Repeat step 4 again and this time cbas nodes are rebalanced properly.
