Make plasma_dump pages option read only

When plasma_dump runs, it does an open of the log and can do some writes. The pages option won't do writes but still changes the data/time on file because it opens it with O_RDWR. By adding a ReadOnlyIO IoMode and use it only for plasma_dump pages option, it will not change any of the log files.
