Bulk closing defects with resolution = user error, cannot reproduce, duplicate etc.

Summary: Even when the Analytics service is not enabled, it's showing a certain amount of memory in "Service Memory Quotas".
Repro:
Create a cluster
Enable services except for Analytics
In the Couchbase Console, go to Settings
Actual:
Analytics has some value of MB of RAM defined. A user may think that this means Analytics is using that RAM, even though the service isn't being used. This may also apply to other services, not just analytics. (See attached screenshots)
Expected:
Maybe this box is grayed out if the service isn't running? Or some indication that the quota is used only if the service is running? I'm open to any ideas.
