[GSI] Monitor Indexer resident ratio & Alert user when it gets too low

Currently when the indexer is using up too much memory, there is no automatic notification sent to the system admin.

If we can instead alert the user when the memory usage approaches the memory capacity on the node, then the system admins can decide if they need to expand capacity.
