[Windows] Rebalance failed with quorum_lost

Steps:

• Install build 5.5.0-2945 on a node and provision all the service KV,index,query,fts,eventing
• Load all three sample buckets
• create default bucket
• Start pumping data to default 
• Add one more node with KV,index,query,fts,eventing while data loading is going on

Rebalance failed with
