Upgrade Mad-Hatter / master macOS builders to Xcode 8.3

    Description

      The macOS builders (spock-macos-xcode71, [spock-macos-xcode71-02|http://server.jenkins.couchbase.com/computer/spock-macos-xcode71-02/) are running a version of Xcode (7.1, October 21, 2015) which claims C++14 support, but has at least some bugs (e.g. MB-30547).

      Given we currently support macOS 10.11; that means we cannot upgrade to Xcode 8+; however we should be able to upgrade to the latest 7 series; specifically 7.3.1 - see https://en.wikipedia.org/wiki/Xcode#Xcode_7.0_-_10.x_(since_Free_On-Device_Development)

      Please upgrade / create new builders for Mad-Hatter with Xcode 7.3.1.
