Adjust stream reader buffers

    Description

      The stream reader buffers were reduced in 5.5 (MB-19662). With 5.1.2, plasma memtuner is going to take action based on process RSS(MB-30760). It would be better to adjust the buffer size to be same as 5.5 so that the queued up mutations don't cause memtuner to trigger evictions.
