encoded_plan REST API does not handle distributed prepared names properly

where the REST API request contains a prepared name in distributed format ("[node]name") and encoded_plan, and the prepared is missing on the target node, and the statement cannot be retrieved remotely, parsing the encoded_plan parameter fails with
