Add Carrier Publication to memcached buckets

Carrier Publication was added in server 2.5 and, for a variety of reasons, I asked at the time that we not carry that to memcached buckets.

Now that our long-term config update publication routine is still planned to be Carrier Publication (albeit with the new out-of-order updates hopefully!), it would be great to carry CP over to memcached buckets and ns_server.

This will allow a next generation of SDK to drop all of the code for HTTP bootstrap and we can drop the http connstr leading to something that has less magic behind the request.
