Deployment never finished when rebalance out eventing node

    Description

      Observed that rebalance never finished if we remove eventing node during deployment.

      • Create 3 node cluster 1 - KV, 2 - Eventing
      • Deploy handler code with timers
      • Start data loading
      • Remove 1 eventing node while deployment is in progress
