Allow indexer restart on settings change to be disabled

Settings which automatically restart indexer can take down the index service across the whole cluster as the settings get applied to all nodes together.

It would be good to allow a mechanism to disable the automatic restart and lets the users restart one by one ( and have the replicas take the load).
