Dropped dataset memory is not deallocated

Due to thread-safety issue in dataset reference counters, the memory allocated for a dropped dataset may not be deallocated. This will result in failing to reuse the memory budget for that dataset. As a consequence, ingestion will keep failing on the background when it cannot allocate memory for a dataset and only a node restart will fix the issue.
