Collection REST APIs needs updating for Max-TTL

Problem
The design spec mentions that collections can be created with a Max-TTL, like the bucket Max-TTL. The current REST API does not support this parameter, I believe it was created before Max-TTL was suggested.

Expectation
To be able to set the Max-TTL when creating a collection.
To be able to view/list the Max-TTL of a collection

Suggestion

It would be good if the REST API parameter used is the same as the one used by the bucket create endpoint; maxTTL
