Rebalance fails from the membase cli

Manually setup two servers and add a node to the other server, but do not rebalance.

Rebalance with the cli (/opt/membase/bin/cli/membase rebalance -c 127.0.0.1:8091 -u Administrator -p password) and we get a rebalance failure.
