Analytics Upgrade : Rebalance fails with error java.lang.IllegalStateException: Primary index found in dataset -2147483547 and partition 5 and is modified but its component id is null

1. Start with 4 CBAS and 1 KV node on Alice build Enterprise Edition 6.0.0 build 1693
2. Create Dataset, create secondary index, validate metadata and dataset count 
3. Rebalance out first 2 CBAS node 
4. Upgrade to 6.0.1 and rebalance in 
5. Validate dataset count, create dataset, secondary index, validate metadata nodes
6. Rebalance out the other 2 nodes that are on 6.0.0

Rebalance fails with below error

u"Analytics unable to successfully rebalance 8efd5fa993a3c2e63ddd7507587073e6 due to 'java.lang.IllegalStateException: Primary index found in dataset -2147483547 and partition 5 and is modified but its component id is null'; see analytics log for details"}

Note: If we rebalance out 1 CBAS node upgrade and then added back we don't see this error.
