Verified for 7.0.0-4678

Ran a 30 bucket test with 30 eventing handlers deployed on each of the buckets. Was able to deploy all handlers without errors.

Build 6.5.0-4960

Tried deploying one function on each bucket, able to deploy 6 functions and failed while deploying 7th, calls to /api/v1/status are timing out.

Summary: In a multi-bucket scenario with 30 or more buckets, the Eventing service supports only one function per bucket. An error will be thrown when deploying the second function on a given bucket
