cbbackupmgr restore fails with error Error restoring cluster: Service `analytics` is not available on target cluster

Steps:

1. Install 6.5.0-2046 on 3 nodes - setup node1 and node2 without analytics service
2. create default bucket on node1 and load data
3. create default bucket on node2
4. config backup repo on node3
5. backup default from node1 in node3
6. restore to default bucket in node2 --> error

This was not seen in 6.5.0-2036 - started failing from 6.5.0-2039 - this commit seems to be the issue:
