Source Bucket Mutations + Sync Gateway on the same Bucket leads to recursive mutations

Short term solutions:
1. At a minimum alert user when a source bucket mutating handler is created against a source bucket on which Sync Gateway is already configured. If possible prevent creation of SBM handler
2. If possible, alert user when Sync Gateway gets enabled on a bucket which has a source bucket mutating handler already deployed
