    Description

      UI and CLI changes needed for retry rebalance feature.

      1. Settings to enable auto-retry with retry times and timeout before retry attempts (Settings pg.)
      2. Pending retry alert with "Cancel" control (displayed cluster-wide)
        "Rebalance failed. It will be automatically retried in {{countdown from retry timeout}}...  CANCEL RETRY"
