Buckets in warmup state forever

    Description

      Build : 6.5.0-2196

      Buckets are in warmup state forever.

      Steps :
      1. Create a 2 node cluster with kv+index+query services on both nodes
      2. Load travel-sample bucket

      Loading never completes, bucket is in warmup state.

      Memcached logs has the following entries:

      This is a regression possibly caused by
      https://github.com/couchbase/kv_engine/commit/65b6b96227725d512511372e661a842f95e43e75
