Windows offline upgrade from 5.1.2 failed

Overview Description

Offline upgrade of 5.1.2 to a mad-hatter package failed. The installer stopped and "rolled back"

Steps to Reproduce

1. Install a Couchbase Server 5.1.2. A single node cluster is enough.
2. Create all sample buckets
3. Shutdown Couchbase Server
4. Install the new Couchbase Server, for logging I used msiexec directly
   • Tested with 6.5.0-2374 - couchbase-server-enterprise_6.5.0-2374-windows_amd64.msi
   • msiexec /i C:\Users\jim_w_walker\Downloads\couchbase-server-enterprise_6.5.0-2374-windows_amd64.msi /L*ve log.txt
5. Fails complete install

Expected Results

Expected install to complete and be running mad-hatter build

Actual Results

Installer progress bar reversed with a rolling back message, installer ends with a message about the install failing.
