[CX] Add support for moving window datasets

Add a mechanism to allow a user to maintain a window over data (usually time-based) in Analytics.

We need to determine what a good and general solution to addressing this use-case could be.

The answer will be different depending on whether or not the data is "owned" by the Data Service or by the Analytics Service.
