Allow auto-failover for ephemeral buckets even if no replica is configured

    Description

      Currently a replica is required to be available for auto-failover to occur. 

      In cold cache use cases with ephemeral buckets, applications would prefer the node failing over and getting cache misses, rather than requests failing because the node is not available.

      This should be allowed only for ephemeral buckets.
