[CX] Rebalance success after Analytics rebalance fails

To reproduce:
Start 1 node with data + analytics service

Attempt to rebalance in another node with analytics service only. Due to a failure during the AnalyticsDriver startup on the second node, Analytics will eventually fail the rebalance with the exception:

java.lang.IllegalStateException: timed out waiting for all nodes to join & cluster active (missing nodes: [0143644c91635386d54d94999ef39033])

Yet, the rebalance is decleared succcesful (see screenshots) and the node joins the cluster while the AnalyticsDriver continues to fail to join the cluster.
