The fix for is needed in Neo for the full Smart Batching functionality.

To avoid triggering this pre-existing bug in down-level nodes of a mixed-level cluster, Smart Batching will need to check the cluster level and avoid pipelining drops/prunes with builds/merges if the cluster level is not >= Neo. The effect on a mixed-level cluster is that the performance benefits of the pipelining will not be obtained, but it will still realize the benefits of selecting token batches to share streams. (In a cluster fully at Neo or above, Smart Batching will get both benefits.)
