[CX] Define process for publishing maven plugins for *DB build consumption

We should be able to consume maven custom plugins without building them, or keeping their sources in the *DB tree. Define a process by which such plugins can be made available on maven central.

e.g.

• license automation plugin
• fork of checkstyle that doesn't require dependency resolution
