Derive unnest predicate from joinfilters for primary keyspace

The following query can not derive a "IS NOT NULL" filter of unnest join predicate for the primary keyspace:

SELECT p.userid FROM crm a UNNEST participants p INNER JOIN crm uhl ON p.userid = uhl.id AND uhl.type = '_user_hier_level'
