Some UI alerts should be available anywhere in the web console

    Description

      Most alerts are only shown in the context of certain pages. For instance, an auto-failover event is only announced on the Servers page. Some alerts are more useful if shown anywhere the user happens to be in the web console.

      This list is incomplete:

      1. "rebalance required..."
      2. "node failed-over..."
      3. "max auto-failover attempts made..."
      4. all the various cases of nodes down or pending something or other
      5. any total service failure
      6. many more???
