Add support for durability to get_and_touch

get_and_touch currently returns not_supported from ep engine if durability requirements are set. The KV design doc says that we support the Touch and GAT opcodes for durability so we need to implement this. Also, we need to add DURABILITY_IMPOSSIBLE for get_and_touch.
