[CX] Regression caused by fix to MB-33800

    Description

      An issue with the fix merged to 6.0.2 for MB-33800 has caused a regression, when NCs start before a CC is ready to accept connections.

       

      MB-33800 will be re-opened and targeted for Mad-Hatter, for 6.0.2 the ill conceived fix should be reverted.
