cli command for master password does not recognise node up and running

1.  Configure couchbase server for master-password
2. Restart server the following way:

      export CB_WAIT_FOR_MASTER_PASSWORD=true; service couchbase-server restart

3. Now from another prompt pass the password  the following way:

./couchbase-cli master-password --send-password <password>

Expected Result - Couchbase server should start here. 

Actual result - Couchase server fails to start

[root@localhost bin]# ./couchbase-cli master-password --send-password p%40ssw0rd

ERROR: The node is down
