cbbackupmgr throw out views error when backup cluster without views

Steps to reproduce this issue:

• Install Couchbase server 6.5.0-3246 on a centos 7.6 server.
• Initialize node with services kv, index, n1ql, fts and eventing
• Create default bucket.
• Load data to default bucket.
• Backup default bucket.
  Backup passed but log show error in backup views
