    Description

      Given the issues during failover / rollback with >2 replicas (should not loose data even with two node failures), we will limit the number of replicas at which SyncWrites can be accepted.

      If a SyncWrite request is received and the topology has more than 2 replicas, return DURABILITY_IMPOSSIBLE back to the client to block the request.
