cluster_run should keep static/dynamic files separately

    Description

      Currently cluster_run keeps all? files in ns_server/data.  Some of the files are static...meaning they should remain the same even after an upgrade.  Upgrade testing using cluster_run will need support for specifying an alternative path to the dynamic content (e.g. obvious one being the data)...while static content will be used from the newer release.
