Support for failover of eventing service node

    Description

      In a cluster with multiple eventing service enabled nodes, if an eventing node is detected down, it should be failedover and the other available eventing nodes should continue to run the deployed handler.

      Currently if an eventing node goes down, a manual failover has to be done following a rebalance to keep the process going.
