Delta recovery fails with ephemeral buckets

    Description

      Although delta-recovery for ephemeral buckets is pointless, we should not be failing trying to delta recover them.

      Reproduction steps:

      1. Create cluster with ephemeral buckets
      2. Failover a node
      3. Attempt delta recovery of node

      Fails as below,
