Rebalance failed with "mover crashed" in bucket_replica update

    Description

      Build: 6.5.0-3708

      Steps:

      1. Create a 4-node cluster.
      2. Load 10K documents through transactions and durability = MAJORITY
      3. Keep the replicas =0 while loading the docs
      4. After the load completes, Update the replica to '1'
      5. Start the Rebalance.

      The Rebalance fails with 'mover_crashed'
