Rebalance in after Failover-Upgrade-Addback with Recovery fails

    Description

      Build : 6.5.0-3941 (seen it on 6.5.0-3927 as well)

      Steps :
      1. 5 node cluster running 6.0.0 release build. 1 node running kv+index+query, 4 nodes running kv+cbas+query
      2. Install travel sample
      3. Create cbas datasets
      4. Gracefully failover 1 node running kv+cbas+query
      5. Upgrade it to 6.5.0-3941 build
      6. Add back the node with full recovery
      7. Rebalance

      Rebalance fails with error :
      Rebalance exited with reason

      After this, on the upgraded node, processes cbas, projector and query crash continuously.
