FTS: Index Management API: index wiped off when running plan freeze

    Description

      Build: 6.5.0-3987

      1: Load travel-sample bucket
      2. Create default index with name - geo-index
      3. Freeze the index as below

      curl -XPOST http://192.168.10.12:8094/api/index/geo-index/planFreezeControl/freeze -u Administrator:password

      {"status":"ok"}

      4: index is wiped off

       

       

      This looks like a regression as the same test was working with 6.5.0-3883
