System stuck in "deploying ..."

    Description

      I have 6.5.0 build 4034 stuck in "deploying..." 

      (refer to attahced image)

      Essentially I set up the Eventing as per the test case "credit card risk check",  https://github.com/couchbase/eventing/blob/master/docs/specification-65.pdf - then being lazy and not wanting to drop and recreate buckets I did the following, e.g. a flush, several times:

      curl -X POST 'http://admin:jtester@localhost:8091/pools/default/buckets/register/controller/doFlush'
      curl -X POST 'http://admin:jtester@localhost:8091/pools/default/buckets/meta/controller/doFlush'
      curl -X POST 'http://admin:jtester@localhost:8091/pools/default/buckets/review/controller/doFlush'

      I know there is a warning don't use "flush" in production, well anyway I couldn't clear my all buckets to 0 as all as delete was generating an event and then filling items into bucket 'meta'.  Perhaps if you use 'flush' in the setup under advanced bucket settings should have an option to "turn off Eventing".
       
      The trying to undeploy and deploy the "verifier" function it just got stuck forever I can start stop the server but it comes up the same.  There seems to be no way to easily get "unstuck"
       
      I have uploaded the output of cbcollect_info as "cbcollect_04_info_stuck_deploying.zip"
       
      Although my zip file is 200MB oddly I needed about 3GB of free space to create it.
