Manifest promotion on build-sanity test pass

In order to minimize disruption on build / basic functionality breakages in some contexts, it is desirable to consume at build time, a manifest which has passed the QE build sanity tests. It seems that having a process which can publish a last-clean manifest (e.g. mad-hatter-clean.xml) would be great, and it seems could be of general use to many teams.
