Reduce plasma logging for low memory situations

    Description

      Under low memory conditions, plasma prints the following log line and dumps the stats for all the indexes. This fills up the logs pretty quickly. It would be better to reduce the logging in such case. 

      "2019-07-15T08:17:02.526+00:00 [Info] prdcem_small/cem_small_constraints_source_idx/Mainstore#17920534633875994144:0 Plasma: Warning: not enough memory to hold records in memory.
