Replica VB's should only close checkpoints when instructed by active

Currently, if memory usage is high, replicas will try to close checkpoints to free memory. As checkpoint expelling has been introduced to allow memory to be freed at a finer granularity, this is no longer necessary. Checkpoint ends can then be relied upon as consistent.
